TC heat not working?

Impossible to say without actually looking at your van.

The van has a heater core.  There is a series of hoses and valves which feed heated radiator fluid through this heater core.  The valves are electronically controlled.  The HVAC system is electronically controlled.  The van also has a series of computers which receives the data of how you are turning the knobs on the dashboard.  Those knobs on the dashboard have a wiring harness behind the dashboard.

You could have anything from a bad heater core, to valves which aren't opening correctly, to the computer not operating correctly.  You might have bad switches behind the knobs on the dashboard.  There could be corrosion in a wiring harness.  There's also the little motors which control the little doors under the dashboard to allow cold air, hot air, outside air........ to flow to the floor, dash, windshield defrost.........they used to call those "blend doors", and there were motor units which moved them.

You need to start trouble shooting.  Check to see what is or isn't working.  Is there hot fluid flowing to the heater core?  That would be step 1.  If the heater core is not hot, then that's why you have no heat.  IF the heater core is hot, then you have to figure out why the hot air is not flowing.

It's a lot of work.  Good luck.

New cars have a 3 year bumper to bumper warranty.

You are correct, but limited to 36,000 miles within those three years.

OP has just under 40,000. How much under 40,000?

Still worthwhile talking to a service adviser at the dealership to see if there is any wiggle room on the mileage part.

2020 TC just under 40k. Engine at temperature, temperature set to hottest yet it blows cold. Intermittently it will blow semi warm at higher RPM

anyone experienced this or have any ideas?

Warranty may apply?

Im just over the warranty, besides I have tried 3 local ford dealers for service and they are a joke

I removed the glove box and confirmed that the actuator is working. The hoses that go to the heater core do not get hot so Ill do some more troubleshooting in a bit @Fifty150 thanks for the diagrams, where do you find those?

If your heater core isn't getting hot--and nothing else is wrong with your cooling system--the most likely reasons are that it's clogged, or if you have a bypass valve (the orange thing on the bottom-left of the diagrams), it's stuck in bypass. 2020 seems pretty recent for a clog, and you said the "hoses" were cold, so off-the-cuff I'd guess the latter.

If there's a valve, are the hoses hot before it, but cold between the valve and the core? Or is one hose hot-ish all the way to the core, but the other isn't?

It's possible that the heater core is clogged or the thermostat is not functioning properly, which is preventing hot coolant from flowing through the heater core and into the cabin. Another possibility is a malfunctioning blend door or actuator, which could be preventing warm air from entering the cabin.
