The Passenger seatbelt Tightens if you move to reach for the radio or with any movement. It just gets tighter and tighter?

Cold windshield >turn on defroster fan>crack line appears running along bottom of windshield! While driving....this actually happens.

We have a running crack just above the defroster on the windshield ! I hate the passenger side seat belt for getting tighter every time you move or reach for the radio.
