Cap

On the front bumper of my 2011 XLT Wagon there are two sets of punch outs which possibly may be for lights or a brush bar. Does anyone know what these are intended for? Also the light switch has a setting that does not do anything other than light up a little light on the dash. My vehicle is equipped with fog lights which requires the switch to be pulled out to turn them on. Then there is another setting that does nothing. Any thoughts? Thank you.
