Windows steamed up when running heater fan

My 2011 Ford Transit is steaming the windows in the cab when I run the heater fan. If I run the AC it clears up. I have removed the bottom cover under the heater core, and there is no sign of a antifreeze leak that I can see. Is there something else that could cause the steaming windows?

Floor dry?
